Police statistics describe offenses known to participating law-enforcement agencies. The National Crime Victimization Survey asks a sample of people about experiences, including crimes not reported to police. The two systems overlap, but their coverage, definitions and methods differ. A change in one measure need not equal a change in the other.

A common misconception

A national decline does not imply every neighborhood became safer. A local increase does not establish a national increase.

Where the limits are

The NCVS covers specified nonfatal crimes and people age 12 or older in its sampled population; it is not a homicide count. Survey sampling and police reporting each have limitations. This entry makes no claim about the current direction of every crime measure.
